Downtown is definitely different right now. There is a large presence of police, gendarmerie, and the army. The markets have shrunk, some of them to half their original size. There are no longer people who come up to the window of your taxi to sell you things or beg. The streets just basically look empty. My favorite sandal vendors are no longer on Avenue Pompidou. The guys who always tried to sell me phone cards in front of my friend's restaurant are no longer there. It is a much, much different Dakar. Almost, quiet. So we'll see how long this lasts. There are still a lot of empty make-shift structures hanging around left by the illegal vendors, but the police will soon dispose of those outside of town.
